Friday 5km run

Friday is a 5km run day. I try to make it fast run around the lake. First km i was hitting 5.27min/km followed with slowest 5.50min/km pace before averaging 5.37. Is it the best way to break the best time? By took of very fast and then slowing down? I tried interval/tempo training but it doesnt really improved my timing for the past 5 months (target time at25min). Any suggestion?
